If a persons record is sealed in one state does the state of florida have any jurisdiction over that person?

Your question is a bit vague. You mean jurisdiction in what way? If you are trying to get a record sealed in Florida and already have one sealed in another state and the FDLE finds out when you apply or even afterwards your application will be denied or if the court does grant your petition to seal it may be later vacated.
