deducting my commission

My boss deduct money out of my commissions because he says I didn't charge customer enough to file their taxes. I work on commission and they is not set rate on what to charge them. Just because a family of 4 gets a 5000 refund should not mean I have to charge them 360.00 to file taxes. They earned that money and they should not get their eyes poked out cause my boss is greedy. So now because I didn't want to ripe customer off he is deducting what he thinks i should have charged them out of my commission. Is this legal and what can I do about it. Huh
